GROUND
WATER:-
There was a provision to install 70 Nos. piezometer
bore wells in the State under GW component to assess
the GW quality and quantity. The State Level Expert
group for ‘Finalization Of Specification, Selection
And Installation Of Equipment At Site Under Hydrology
Project Phase-II For Ground Water Observation Wells’
has finalized the specification and location of the
proposed piezometer bore wells in consultation with
CGWB, Dharamshala Office. The tender for civil works
of piezometer bore wells was awarded in Feb.,2008
for Rs. 91.91 Lakhs after vetting of draft agreement
from World Bank authorities as per WB procurement
guidelines. This work was slated for completion in
16 months and piezometer installation has been completed.
The project had a provision for installation of 35
digital water level recorders (DWLR). As per the initial
cost estimates a tender was invited for providing
and installation of 24 nos. DWLRs and 70 nos. protective
covers after approval of bid documents from the World
Bank to remain close to the corresponding financial
provision in the PIP. As advised during the Sept.
2008 review mission the specifications and rates received
in the offers were sent to CGWB, Faridabad for examination
and vetting. However, CGWB had returned the case with
comments that the action be taken by the State as
per procurement procedure. As per the recommendation
of the tender evaluation Committee the tender was
recalled for providing and installation of 10 nos.
DWLR & 70 nos. protective covers separately. Both
the tenders have been awarded to lowest competitive
bidders and 10 nos. DWLR and 70 nos. protective covers
have been installed.
It was proposed to revise the physical provisions
by having 80 piezometer bore wells and 80 DWLRs at
the time of Mid Term Review (MTR ( Revised PIP)) and
the same was accepted by the Mission. Accordingly,
tenders have been invited for installation of additional
10 nos. piezometer bore wells and estimate is being
framed for installation of balance 70 DWLRs.

|
WATER
QUALITY:-
The setup of 12 Level-I & 3 Level-II water quality
labs was approved in the 1st meeting of the Expert
Group for finalization of specification, selection
and installation of equipment under Hydrology Project
Phase-II for Water Quality held on 9-10-07. The water
quality network and specification of its equipment
were sent to Central Pollution Control Board for examination
and comments. The proposal of setting up of WQ labs
and specification of WQ equipments was finalized by
CPCB in February, 2008.
The tender for Supply of equipments for Level II labs
was called on the basis of already approved document
by the World Bank. However, the tender was evaluated
and it was recommended by the Evaluation Committee
that the tender may be recalled after approval from
PCS / WB as none of the 2 bidders had deposited the
requisite bid security and were both non-responsive.
However, in the March,2009 WB review it was informed
that Maharashtra had procured the level-II lab instruments
based on some modified specifications. Recognizing
the necessity to adopt more suitable specifications
a copy of the same was obtained from Hydrology Project
office, Maharashtra. The matter regarding WQ lab equipment
specifications was referred to the Central Specification
Committee by Hydrology Cell. The Specification Committee,
CWC, in its 4th meeting held at New Delhi 28-07-2009
finalized the specifications. The estimates for level
I lab equipments was finalized and the tender was
awarded for supply of 6 lab equipments. The material
has been received. The estimate for level II lab equipment
is being revised.
In the PIP document the water quality network comprised
of provision for 12 Level I lab buildings and 6 set
of equipment. However, as per the finalized network
the provision was revised to 6 Level I lab buildings
and 12 set of equipment. The provision of water quality
kits was also revised to 15 nos. from 30 nos. approved
earlier. Besides, the project has a provision for
construction of 2 level-II and 1 level-II+ lab buildings.
The tender for construction of Level II lab building
at Mandi was awarded in Feb., 2010 and work is in
final stages. The Tender for level II lab at Dharamshala
has been awarded and work is in progress. Architectural
Drawing of Level-II lab at Shimla is under preparation.
The Tender for Level-I lab building at Rampur has
been awarded. The tenders for Level-I lab at Baijnath
and Dehra are under check. Tenders have been called
for the Level-I lab buildings at Karsog, Banjar and
Nohradhar.
15 nos. Water Quality kits have been procured. GoHP
has accorded approval to fill up 39 posts of various
categories for laboratory staff. The R&P rules
for these categories are being prepared / finalized

The Sub Committees of GoI on PDS
topics was requested to approve these topics.
HISMG(tech.)in its 5th meeting held
on 29-4-2008 has approved PDS topics except
for the one proposed under Ground Water head. A presentation
on the proposed PDS under Ground water was made before
the HISMG(Tech) in its 7th meeting convened
at New Delhi on 25/09/2008 and the study is likely
to be approved.
The Study of impact of Sewerage Effluent
on Drinking Water Sources of Shimla City & Suggesting
Amelioration Measures is being carried out by NIH
Roorkee under their component. However, procurement
specialist of Technical and Management Consultant
(TAMC) team, engaged by the PCS, advised to prepare
TOR for inviting EOI for this assignment. The draft
EOI for the three studies has been cleared and same
has been invited for 3 studies by 20th March, 2010.
The Hydrological Information System
Management Group-Technical (HISMG-Tech) in his 5th
meeting held on 29.04.08 approved following three
topics of PDS of the State:-
1. Impact of Sewerage Effluent on Drinking Water Sources
of Shimla City & Suggesting Ameliorative Measures.
2. Suggesting Short & Long Terms Measures for
Combating Water Stress in Identified Areas Of H.P.
3. Study of Impact of River / Khad Bed Mining On Water
Sources (Water Winning Structures) & Evolution
of Policy & Guidelines To Prevent Adverse Impact.
The Proposed Study on” Ground Water Quality
Characteristic in Industrial Predominant Areas of
H.P. was not approved by the CGWB. The proposal was
revised as per the sample format received by the CGWB
during World Bank Review Mission 23-27 March, 2009
and was submitted to the Regional Director, CGWB in
August, 2009. A presentation on the proposed PDS was
made in the 7th meeting of HISMG-Tech held New Delhi
on 25.09.2009 and study has been cleared by Central
Committee.
The study of Impact of Sewerage Effluent on Drinking
Water Sources of Shimla City & Suggesting Ameliorative
Measures is being carried out by NIH Roorkee under
their component. Some basic data has been supplied
to NIH and a team of Scientist also visited Shimla
for this study twice (latest on 25th & 26th Feb.,
2010).
NIH, Roorkee was also requested to carry out other
two approved studies but they have expressed their
inability to conduct these studies due to their others
commitments. Therefore, action was initiated to engage
eminent faculty from IIT, Roorkee and NIT, Hamirpur
as consultant for facilitating the department to carry
out the study.
However, procurement specialist of Technical and Management
Consultant (TAMC) team, engaged by the PCS, advised
to prepare TOR for inviting EOI for this assignment.
The draft EOI for the three studies was cleared and
the same were invited upto 20th March, 2010. Shortlisting
of the agency was done after the receipt of the proposal
and has been sent to PCS alongwith draft Letter of
Invitation for their approval.

|
HYDROMETEOROLOGICAL
A network comprising of 190 Rain gauge (RG)
stations, 17 Fully Climatic (FC) stations and 45 Snow
Gauges was approved by the State Level Expert group.
The RG network includes 141 existing functional RGs,
23 existing RGs proposed for up gradation and 26 new
RGs. The FCS network includes 11 existing stations
and 6 new stations and Snow Gauge network includes
29 existing and 16 new stations. This network was
finalized on the basis of information made available
by agencies owning these stations. However, on physical
verification, it was found that the network would
require a revision since some of the existing stations
included in the network as functional stations were
in fact non functional and vice-versa. Therefore,
2nd Meeting of Expert Group for Finalization of Specification,
Selection and Installation of Equipment at Site under
Hydrology Project Phase-II (World Bank Aided) for
Hydro Meteorological Stations was convened on 27-07-09
which considered and approved the revision of network.
The revised network consists of 189 RG stations which
includes 87 functional stations, 74 Defunct stations
proposed for up gradation and 28 new proposed RG stations.
The Committee also recommended to include the provision
of Automatic Weather Stations in the MTR (Revised
PIP). The revised Hydrometeorological network was
accepted by the review mission.
The combined inspection of RG and FCS sites with IMD
Officers/Officials has been completed in the State
except for two RG sites in Distt. Chamba. The tenders
were invited in May, 2008 for civil work & Procurement
of equipments of 32 SRG, 22 ARG and 3 FCS after getting
the specification of Hydrometeorological equipments
approved by IMD on 9-1-2008. Since no responsive tender
was received in the 1st call, the tenders were recalled
after getting the approval of World Bank. Order for
procurement of hydrometeorological equipment was placed
to the lowest evaluated bidder for Rs. 10.28 Lakh
in Sept.2008 after completion of the evaluation process
and receipt of no objection from the World Bank. The
tender for civil works and installation for equipment
was awarded in Nov.,2008 for Rs. 23.29 Lakh to the
lowest bidder, after getting No Objection from PCS.
The work is in progress and FCS at Bilaspur, Rajgarh
and Chamba have been installed. The installation work
of 27 SRG and 20 ARG sites has also been completed.
IMD has been requested to conduct the joint inspection
of existing sites which have been approved for upgradation.
The entry of hydrometeorological data received from
the Department of Land Record for the year 1961-1963,
1966-1968, 1971-1977, 1978-1989, 1990-1995 and 1994
to 2005 is being made in Surface Water data Entry
System (SWDES) software. Current rainfall data is
also being collected from IMD and entered w.e.f January
2008. 2 nos. Data Entry Operators have been engaged
through DOEACC, Shimla Branch w.e.f June, 2008 to
expedite data entry. The availability of the data
is also posted on the website.

DATA CENTRE
The proposal to set up a State Data Center,
10 Circle/Divisional Data Centers and 51 Sub Divisional
Centers in the State to house the data computing &
processing facilities at various level was approved
by the Expert Group in Nov.,2006 as per the approved
provisions of PIP.
However, keeping in view the dedicated institutional
set up approved by the GoHP in July, 2008 the data
processing and management setup was revised and approved
by the Expert Group in its 3rd meeting on 26-05-2009.
In the new approved set-up 40 Sub divisional Data
Centers are proposed instead of 51 Sub Divisional
Centers and 8 Divisional Data Centers are proposed
instead of 10 Circle / Divisional Data Centers. The
expert group has also approved the construction of
buildings for State Data Centre, 5 Divisional data
centers and 12 Sub-Division data centre. These provisions
were accordingly amended during MTR (Revised PIP).
The tender for State data Centre, Mandi has been awarded
in Sept., 2008 for Rs. 122.75 Lakh and this work has
been completed. The tender for 4 Nos. Sub Divisional
data centers (SDDC) under Shimla Zone have been awarded
in Nov. 2008 for Rs. 43.71 Lakh and civil work for
SDDC, Kangaghat, Nalagarh, Dharampur and Gumma has
been completed. The tender for construction of GWO
office at Una was awarded in March, 2009 and the work
is in progress. The tender for 3 SDDC in district
Una has been awarded and work is in progress. The
tenders for SDDC, Kanaid & Padhar and Nohradhar
has been called. The tender for DDC Nurpur has been
awarded and work is in progress. The tender for DDC
Palampur is under Check.
The hardware for 35 SDDC computer packages and 8 DDC
computer packages has been procured.

SURFACE WATER:-
There is provision to establish 40 Nos. gauge and
discharge (G&D) sites in the State under this
project. These stations shall be established in four
basins of the state as no G&D site is required
to be established in Yamuna basins as per the GoI
instructions.1st meeting of the Expert Group for ‘Finalization
Of Specification, Selection And Installation Of Equipment
Under Hydrology Project Phase-II For Hydrological
Stations’ was held on 19-02-08. The basin wise
broad location of sites identified in consultation
with Central Water Commission, Shimla was approved
by the Expert Group besides pinpointing of 6 locations
of Satluj Basin. The network comprises of 83 stations
which includes 44 existing stations owned by different
agencies and 39 new stations. 3 Existing defunct stations
in Ravi basin were approved for up gradation. Joint
Inspection of the proposed sites has been completed
except for 2 sites. As per site conditions the surface
water network provision was to 35 new stations based
upon the feasibility of the stations observed during
the site inspection. The details of new proposed stations
is as under :
i) Frame winch bridge outfit /manual bridge site =
24 Nos.
ii) Bank operated cable way = 8 Nos.
iii) Discharge Measuring Weirs = 3 Nos.
A short term technical consultancy was felt to be
required for planning, design and other assistance
for installation of bank operated cableways and head
weirs. The TOR for inviting EOI was prepared by the
Hydrology Cell and got approved by World Bank/PCS.
The EOI were received upto 22 July, 2009 and evaluation
process was completed for short listing of the consultant.
The PCS had cleared the draft of Letter of Invitation
(LOI) and short listed consultant was asked to send
the technical and financial proposal. The received
proposal has been reviewed by the Evaluation Committee
and it was observed that, the received proposal is
incomplete. Hence, the Evaluation Committee has recommended
to reject the proposal and the same has been sent
to PCS for No objection.
There was a provision to procure 8 bridge outfits
and current meters during FY 2009-10. Tenders were
invited for the same and order has been placed for
supply of 8 current meters (Propeller, Standars and
Pygmy type). The tenders received for bridge outfit
were cancelled being non responsive to the technical
requirements. The tenders for 8 site stores have also
been awarded. The estimates for head weirs and bridge
sites are being prepared.

TRAINING OF OFFICIALS AND OFFICERS:-
Under training component of the project 351 officials/officers of various
levels in the department were trained at various reputed
institutions in the country in the skills like hydrometry
studies, water quality, groundwater assessment &
management, SWDES (Surface Water Data Entry System),
GEMS etc. |

STUDY TOURS:-
Study
tours were organised under the Project to find out
and analyse the developments in the other states where
HP II is under successful implementation. A study
tour of the states of Gujarat & Maharastra was
organised for multidisciplinary team of officers from
the stae in November 2007. The dedicated institutional
set up for HP II was created in July 2008 as per the
recommendations of the study tour report.
A
study tour of Andhra Pradesh & Karnatka was organised
in December 2008 for middle level and Junior level
officers associated with HP II in the state.
A
study tour to Kerala, Karnatka and Goa
was organised in October 2009. |
